TOKYO (Oct. 23, 2025) – The Japanese government has lauded the recent General Border Committee (GBC) meeting between Cambodia and Thailand, held in Malaysia on October 23, as a positive step toward normalizing bilateral relations and strengthening regional stability.
In a statement released by Press Secretary KITAMURA Toshihiro, Japan expressed its support for the outcome of the GBC meeting, particularly the agreement on establishing an ASEAN Observer Team (AOT) to further solidify the ceasefire agreement between the two Southeast Asian nations. Japan emphasized the AOT's role in promoting transparency and accountability in the de-escalation process.
"The Government of Japan welcomes the outcome of the General Border Committee meeting between Cambodia and Thailand in Malaysia on October 23, which discussed normalization of their bilateral relations and agreed on the establishment of the ASEAN Observer Team, as contribution to further concretization of their ceasefire agreement," the statement read.
Japan also commended the diplomatic efforts of all parties involved, including the United States and Malaysia, the ASEAN Chair, for their support in facilitating discussions between Cambodia and Thailand.
The GBC meeting, co-chaired by Cambodian Deputy Prime Minister and Minister of National Defence General Tea Seiha and Thai Minister of Defence General Nattaphon Nakphanit, focused on de-escalating border tensions and advancing peace efforts. Key outcomes included an action plan for the removal of heavy weapons, a Standard Operating Procedure (SOP) for humanitarian demining operations, and enhanced cooperation against transnational crimes. The meeting also paved the way for the upcoming signing of a Cambodia-Thailand Peace Agreement, scheduled for October 26, 2025, in Kuala Lumpur.
Following the GBC meeting, General Tea Seiha attended a trilateral meeting with his Malaysian and Thai counterparts, reaffirming their commitment to maintaining the momentum toward peace.
Japan underscored the importance of improved relations between Cambodia and Thailand for regional stability and development. The government expressed hope that both countries will continue to observe the ceasefire agreement and ease tensions peacefully through dialogue.
Japan pledged to continue its efforts, in coordination with relevant countries, to promote the steady implementation of the ceasefire agreement and de-escalation of the situation, recognizing the importance of regional cooperation in achieving lasting peace and stability.
